download panel disappear, then IE7 disappeared too

Download panel and then IE7 disappeared - Please help if you can.

Since three weeks ago, everytime when I wanted to download anything from any
website, first I got a regular "Download" panel (which allows me to choose
"open", save" or "cancel") as usual, but the panel almost "immediately"
disappeared; and then all the opened IE7 web pages disappeared - basically
the IE7 "closed" (or corrupted?). The IE7 worked without any download problem
for several months until three weeks ago.

Please help if you have an answer or you can kindly point some place to find
an answer.
I have XP Media Center 2002 edition, IE7 downloaded from Yahoo! (I
downloaded IE7 from Microsoft Download Center several times but it could NOT
be installed for unknown reason.)

What is the malware status of the computer? How do you check that? Here
