double row taskbar issue.

Running XP Home on a dell inspiron B130 laptop. Suddenly the task bar
became two rows tall. No problem i thought. Position
the cursor at the edge between desk top and task bar; the
usual double headed arrow appeared. i moved it downward
to compress the task bar to its usual size of one row,
but instead it reduced to fullscreen, restored it to size (2 rows)
and tried again. no luck. seems like i can have a 2 row
task bar, or none, with nothing in between.
I tried to look into properties but no succes in finding a solution.
This is quite anoying as I have to user accounts on the same machine
and the other one is fine.

What happens is that the end "margin" of the QuickLaunch toolbar has
gotten so far over to the right that it is now down below. Unlock the
Taskbar and then "grab" the dotted line on the bottom bar and drag it
up to immediately to the right of the QuickLaunch icons. Now you've
successfully made the QuickLaunch toolbar shorter and can "grab" the
top bar of the Taskbar and "push" it down to the regular one-tier
height.
