Is the IE page safe when I receive this dreaded error

It's a script error. You should see a yellow exclamation mark icon at
the left hand end of the status bar; click it and it will pop-up a
dialogue that explains the error.

This is generally a script error via html on the site addressed. It is on
them. But personally, depending heavily on the transaction, I would first
contact the web site before completing anything else.
