Is there any way to tell a W2K/W2K3 Server domain controller not to serve
logon requests but still be part of active directory.

Yes.

You can pause the netlogon service or you can use tip 4527 in the 'Tips & Tricks' at http://www.jsiinc.com
to set the LdapSrvPriority Value Name to 0xFFFF
