Does IE6 Reject Cookies from Non-Standard Ports?

I am setting up a new web server for a client. They have three web
sites, all of which use cookies. The client insisted I use a single
IP with different ports for testing the web sites (as opposed to my
suggestion to update the DNS for the dev.xxx.com sub-domains). It
appears that IE6 does not accept the cookies from the sites on the
non-standard ports (we're using 81 and 82).

Is there a workaround for this?

I've adjusted the privacy settings to allow all cookies, but to no
avail.

Frustrated.

I've done some more testing and I'm even more stumped. I moved one of
the web sites to port 80 so I could hit it without the ":XX" port stuff
on the end and it still doesn't work.

Does IE6 allow cookies from IP addresses?

I don't think it's anything on the server because Firefox is working
just fine. The problem is the web site uses ActiveX controls so the
client will be (has to) look at it in IE.
