IE6 Cookies automatically deleted

I'm helping a friend by email on this one...

Here is their original problem (edited as necessary):

"Hello Monty,

Since your [e-mailing form on your web site] did not permit me to include the
post on this subject posted at Expert Exchange (no-one has yet given me a
solution that works there), below is the direct link to my thread -- though
I've also included the latest update on situation thre here below.

I use Spybot Search & Destroy, SpywareBlaster, and AdAware (only recently the
last one again). Have uninstalled the first two to make sure they don't mess
with this Cookie problem. They aren't the problem. Nor is IE Cache Cleaner,
which I haven't used since this problem started.

Even my Preferences at Google get wiped out :) Got a Favorite shortcut to my
Cookies in IE, watching this file like a hawk, yet... every time I go online,
got to do everything over. Right now, I have Cookies at Medium security as
per default setting. Used to be fine before, now not.

OK, nuf setup. I really hope you can help, this is driving me nuts. Only
began doing this big time about a week or so ago. Thanks.

As to situation: HELP STILL NEEDED

I uninstalled SpyBot, reinstalled it. Haven't used IE Cache cleaner since
posting this thread. Coming here via email notification link worked fine -
no need to login. However, other BBS boards are doing it again.... have to
manually login, even though I'm watching the IE Cookies file like a hawk, and
those sites ARE in there, but somehow, still have to manually login.

I have "Accept all cookies' set, except for third party ones for right now,
(i.e ads). I also installed AnalogX's Cookie Wall which nicely kicks out any
cookies I don't want, leaving the ones I want.

HOWEVER... all in all, when I came back and checked my Cookies files this
morning, same old same old. Empty.

- USING BACKUPS:

As suggested, I created a backup file and even copied the backups into the
regular Cookies folder, yet they don't work. Does the "index.dat" file have
anything to do with that - i.e. unless folder content exactly matches
location and content, maybe cookies don't work?

So if I copy everything out of "BU Cookies" into "Cookies", the cookies
themselves are back where they should be, but since the index.dat (which I
can't move anyway) doesn't match due to re-instated cookies not being the
number of the emptied out Cookies folder. Since these backup cookies aren't
working...

-- Are cookies date limited, i.e. good on Monday, no-go on Tuesday? (And,
yes, I do choose "Remember my username and password..." at all sites).

And yet...

I wizzed through HERE with no problem (because I used link back to this
thread in notification email??) Why here OK, elsewhere not?

BOTTOM LINE: What's going on, what am I still doing wrong?

--- Could someone please give instruction in XP/Internet Options/IE what
specifically to check or uncheck -- and where? Maybe I have some Temp
Internet cache thing (though shouldn't affect this...) or something else set
up wrong.

FYI: Here is where my Cookies are stored: .....\Documents and Settings
\*******\Cookies. (I changed the directory above Cookies here to avoid
giving more system info out than necessary).

I know it's drawn out a little, but I hop somebody can help with this one.
I'm stumped! The person is using Windows XP with IE6 (whether it's SP1 or
not I have no idea).
