Do not have permission to move email item

I have a user on our network that is suddenly having problems moving email
messages to other folders in Outlook 2003. When they attempt to move an
email to another folder they get an error message "You do not have
permission to move this item".

Outlook is connected to their mailbox stored on an Exchange Server 2003.
No-one else on the network is experiencing this problem. I can't find any
relevant information anywhere to find out what the problem may be.

Can anyone help?

Is this to a folder within the same Exchange mailbox?
Empty the Deleted Items folder and try again.
