.dll file for the info service cannot be found Outlook XP

I can open Outlook express without problems. At first I had no problems with Outlook XP opening but now I get
"Unable to open your default e-mail folders. The .dll file for the info service cannot be found. MAPI was unable to load the info service PSTPRX.dll

I have tried 3 times to repair but it still shows this message

All other Office XP works great
