Distribution List & Contacts in Web Access Outlook

My employer has setup Web Access Outlook for me to work with at home. I
cannot create distribution list nor can I add saved contacts to a new email
message via the "To:" field.

Note that OWA is part of Exchage; not Outlook. The correct newsgroup for OWA
is exchange.clients
