Outlook Adds Recipients to Distribution List from Contacts

I have a user who created a local distribution list consisting of 26
recipients. When he used it in a message, Outlook 2003 substituted half of
the members of the distribution list with others from his local contacts.
Has anyone heard of this anomaly? If so, what is the fix?

Where was the DL defined, in the GAL or in a Contacts folder? What version of
Outlook?

This is nothing I've ever encountered.

Outlook version 2003. The DL was defined in the Cotacts folder.

If you open the DL, does it appear to be correct? Sending a message using a
DL can in no way affect the contents of the DL. Clearly something happened
that you can't explain but I expect you're misinterpreting what you see.
Describe the entire process in exact steps, stating what happens and how
things appear at each step. What are you examining when you see something you
believe incorrect? What type of account are you using? What views of what
folders do you examine? Please be explicit and thorough.
