Problem with Local Distribution List

I have a user who created a local distribution list in his contacts
consisting of 26
recipients. When he used it in a message, Outlook 2003 substituted half of
the members of the distribution list with others from his local contacts.
Has anyone heard of this anomaly? If so, what is the fix?
