Display properties features are greyed out

When I click Appearance/Advanced in the display properties and select the
Window item, the dropdown for the font and size are greyed out. I can change
the color of the Window text, but not the font size. Also the color for the
Icon item is greyed out. I can change the text font and size
for 'Icon' but not its color. I tried switching to Windows Classic under
Themes and under Appearance /Windows and Buttons, still doesn't work.

Both of these items are by design. The Window item font size is set for the individual items like Message Box, Menu, Icon, Palette Title, etc.

The icon color is defined when the .ico file for the icon is created.

So does that mean I cannot change the size of the windows text and the
desktop icon descriptions are always white?

What Windows text? There is no default window text. The text is either a part of an application, program, menu, message box, title bar, toolbar, or...........

The Desktop icons, by default, will display white text on dark backgrounds and dark text if you change to a light background.
