Display problems

Ive recently been getting "ripples" on my screen when i scroll up and down on
a page, or move a program around the screen. Ive checked the device manager
and the option 'Display' is not there anymore, which it was there today.
Maybe ive removed it im not sure, i recently downloaded an update from ATI
and removed that because it was the wrong one, and this has happen ever since
that. I know no more about computers then the average man, any suggestions?

The 'average man' is a pretty broad thing and depending on your age, your
location, your schooling, etc - that could mean a whole host of things.

What video card do you have?
Download and install/run Belarc Advisor: http://www.belarc.com/

Run it and find out what your video card is then visit the manufacturer and
download the latest driver for that card. Install it and you should be all
set. If it cannot identify your video card - you have a couple of options.

1) Open the computer, find the video card and write down its information.
2) Look at your receipt/ask the original manufacturer/reseller.

Note that under 'Device Manager' you would be looking for 'Display
adapters', not just 'display'. It would be unusual to have Windows XP not
install some default driver (although very plausible.) Do you have any
'unknown devices' in your Device manager? What led you to believe you had
an ATI video card? What update did you attempt to install fromATI?

ATI/Nvidia do have drivers that cover MANY of their videoo cards - all
rolled up into one. It is a good bet you have an NVidia, an ATI or an Intel
video card. If one of the former - try their more universal drivers - just
the drivers... not any control panels, etc. Also - they may have an
application to help you identify what video card you have - look for that on
their support sites.
