Hi Monica,
A short "google search" came up with quite a few references to this, I
found these two after only about one minute and should shed a little more
light on your subject...

This is also found in Windows Vista. This file is the Microsoft Windows

environments to activate machines running Windows Vista or later versions.

I'm in the process of whittling down my Services list by disabling what I
safely can. Health Key and Certificate Management must be something new
for SP3. The default setting for this is Manual. I think I can safely
put it in disable mode. Anyone know what would be affected my disabling
it?
Thanks,
Monica
