Disable Active Desktop

I have a computer that is locked down, and i need to Disable the Active
Desktop thru the Registry. Is there a key to modify or delete or add, that
would allow this to happen?

The GUI is disabled, or i would do it the normal way. For anyone who might
suggest the control panel and display settings way.. lol

Any help would be much appreciated.

REG_DWORD (DWORD Value)
(0 = disable restriction, 1 = enable restriction)
