Did Microsoft .NET create security risk at my computer?

It appears that .NET created a security risk on my computer.

..NET changed the way my Windows XP Home starts. When I turn the computer on
it stops at windows screen even though I am the only user and there is no
password to enter. It also shows me how many unread messages I have on the
POP3 server. I have to click on the only icon there “User” to proceed to
desktop and to load applications that used to be loaded at startup (fire
wall protection). How can I remove this step and go back to fully loading
Windows without stopping at this annoying point?

I recommend you choose a password, but you don't have to.

Go to start/run, and type 'control userpasswords2' ,
Uncheck the password option, and follow the wizard.

This will log you on without asking for the password

You can easily fix the "new" welcome screen behavior that installing the
..NET framework caused. Just install the XP TweakUI powertoy - EVERYONE
should have this, it's invaluable.

Then do this:

in left-pane highlight LOGON branch, in right pane UNCHECK the "show
ASPNET on welcome screen". That's it. YOU DO NOT HAVE TO USE THE
AUTOLOGON FEATURE just below to fix this particular complaint.

TweakUI can do lots of other things, explore and try, BUT TAKE NOTES! You
may discover that something you liked has changed unexpectedly, so
remembering what you did is helpful! I especially like its ability to
stop Autoplay.

1. The .NET accesses Internet without my permission and maintains two way
connection before firewall application is loaded.

2. The .NET delays loading my firewall.

Is the situation I described a feature of Microsoft .NET? Iis there any way
out of it?

Where are all Microsoft appointed MVP specialists?
