when my computer and phone line are linked, i cannot dial up as the computer
says the line is busy. Even when the computer is off, when the line is
linked between the phone and computer, the phone has a busy signal.

That sounds like the modem is faulty & not releasing the phone line.

If it's busy whenever the computer is plugged in, and not busy
when you pull the phone connector off the computer, then it's a
bad modem.

Had any lighting lately? That's a classic symptom of blown
protection ckts on the modem phone line connection.
