Port apparently stays open after disconnect

I am using XP with the latest update to SP2.

When my dial-up connection is terminated, either intentionally or
accidentally, and I try to reconnect I get an error message #676 stating that
the line is busy. My phone line is not busy but I suspect that the port is
still open, giving the impression that the line is busy.

I have been using XP for about one year but this problem has only recently
appeared.

Any clues will be appreciated.

I use to have a similar problem with my external modem. Basically, i used
the power on/off switch to ensure the modem was off. Later, i used a power
surge and plugged the modem, speakers and monitor into it. And when I turned
the pwer strip off, it ensured me that everything else was too. I think
that I recall, the fax console was the culprit, as it stayed on and standing
by for incoming faxes...... I also made a shortcut to the console to ensure
the proprities for recving were deactivated, unless i knew someone was going
to fax me something.....
