Device manager problem

I have an entry under 'network adapters' of 'Microsoft Tun Miniport Adapter
#2' that has the yellow exclaimation point. 'This device cannot start. (code
10)'.

What is that and how can I fix it?

Why does Microsoft SP2 cause this problem in the first place? I don't like
yellow exclamation marks in Device Manager. I'd think that they would have a
fix for this, but their "Search" turns up nothing.
