desktop icons do not stay the same on reboot

Has anyone seen icons, when placed by the user, go back to far left on
reboots or log offs? When the user moves her icons by her choosing, they
stay there until reboot.

Could be that the "Auto Arrange" is selected. Right-click
mouse on clear space on the desktop. Navigate to "Arrange
Icons" and make sure there is no check mark next to "Auto
Arrange".

If that is not it, you did not mention if the User in
logging onto a network with a domain. It could be that a
Group Policy is in place during logon. Also, the User
should be a Power User at minimum.
