Preserving Desctop icon placement on reboot

I am helping a handicapped child who plays games on her PC (XP Home).
Because of her difficulty controlling the mouse, the program shortcut icons
I placed on her desktop to start her games are sometimes dragged out of the
positions I originally placed them.

Is there a way to prevent that? Can these shortcut icons be made fixed in
position (un draggable)? If not, can the "new" messed up desktop icon
arrangement NOT be saved on reboot so that the original desktop reappears on
reboot? I recall an option like that on the NT4 desktop.

Any other solutions to that problem: maintaining a set desktop icon
placement?

Right click the Desktop, choose Organize Items...
.... disactivate, Organize automatically!

No such option on my right click desktop menu (XP MCE).

Google is your friend - search for 'Layout.zip' this is a 'no
install' tweak that fixes the icons on the desktop and allows you
to instantly reposition if they are moved
