How do I create a desktop icon and get it into my
quicklaunch toolbar? (I had it for Windows 98 but not XP.)

Right-click on your Taskbar and select:
Toolbars > Quick Launch
The "Show Desktop" icon will appear on the left
side of the Taskbar.

How do I create a desktop icon

I assume you mean a desktop shortcut. There are several ways.
Here are a couple:

1. Right-click on the desktop and choose new, then shortcut.
Browse to the location of the exex file of the program you want a
shortcut to.

2. From My Computer or Explorer, browse to the exe file, and
right-drag it to the deskop. When you let go, choose Create
Shortcut here.

and get it into my
quicklaunch toolbar?

Just drag the shortcut to the Quick Launch bar.
