Default user settings for all new users?

Having set up the initial Administrators account on an XP Pro machine to
include the correct Regional settings etc. is there a proper way (without
Registry hacks, copying bunches of files from user directory to user
directory or logging in & out of different accounts) to set up say a default
profile that will affect all new users?

It gets tedious every time a new user is added to have to remember to go
into Control Panel/Regional Settings and change the default language, add
the Quick Launch bar with the Windows Explorer icon on it and carry out all
the other customisations that are required etc. etc.
