How to save settings for all users

How do I apply settings for all users of same pc.

Example

Wallpaper, desktop customization, power settings, etc.

When I set them as soon as someone new to the laptop signs in the settings
for that user is back to the default settings.

So each new user I always have to change the settings.

You can create a custom default user profile. These custom settings would be applied automatically to any new users added to the system. See the following KB article for instructions.
