default site

my iexplorer has c:/windows/secure.html as the default
internet site. when i open ie i get the messege "cannot
find file"///c:/windows/secure.html". I access any site on
my favorites window and i can change my default to current
site, when i close and reopen tools,ie options, the change
is not reflected - goes back to c:/windows/secure.html.
help !
