You have garbage on your system.
If you don't have Adaware, download it from this site:
Ad-aware - www.lavasoftusa.com
Update the program then run it. Delete all problems it
finds. I think that should kill it.
Reboot
Update and run your anti-virus program.
You should also get the program:
Spybot - http://www.safer-networking.org
Once again update the program, run it and delete all
problems.

Following is the manual way to fix it assuming you have
XP. PLEASE DON'T ATTEMPT UNLESS YOU KNOW EXACTLY WHAT
YOU ARE DOING

1. Press CTRL+ALT+DEL and kill the reg32.exe process
2. Start Menu -> Run -> msconfig32.exe -> Startup ->
Remove the reg32.exe
3. Delete or Remove reg32.exe from C:\Windows directory
4. Run regedit and remove the lines
containing "secure.html" and "defaultsearch" text. Also
try to find a line containing "reg32.exe"
5. Open your browser and set you homepage to whatever you
want.
6. Reboot the system

PS Update Windows-Dowload all critical updates and check
regularly. I check at lease once a month. You can set
your computer for automatic updates too.

IE Customizer

My guess is that you do not have access rights to your Home Page. (Or your
Home Page settings have been changed to a page that your network does not
have access rights to).
To test this select the Start/Run menu option from the taskbar and type in
the following

iexplore about:blank

Internet Explorer should then open with a blank page. If this happens then
go to your control panel and select Internet Settings and change your Home
Page settings to about:blank
