default mail client

Every time I start my computer I get a message

("Either There Is No Default Mail Client or the Current Mail Client Cannot
Fulfill the Messaging Request")

I tried kb article 813745, but it still shows up. I use Outlook Express and
it shows to be the default.
What am I missing?

Open Windows Explorer and click the TOOLS menu|FOLDER OPTIONS|FILE TYPES tab.

Locate URL: Mailto Protocol, click on ADVANCED|EDIT.

In the "application used to perform" field it should read...
"C:\Program Files\Outlook Express\msimn.exe" /mailurl:%1
