Default mail client not properly installed

I receive two error messages on my Windows XP Home 2002.

MICROSOFT INTERNET EXPLORER
Could not preform this operation because the default mail
client is not properly installed.

MAIL CLNT. EXE
Unable to locate component
(X) This application failed to start because Utils.dill
was not found. Re-installing the application may fix this
problem.

Question: How do I remedy this error?

This sounds like if you are trying to use a third-party mail client.
You may want to reinstall this software to make sure that all related
files are in order.
