CPU Fan or ???

Hello,

I have to fans in my PC.

The first, a large one, has the Intel brand on it, and looks like it has a
lever attached to it, so it can be lifted out.

The second, and much smaller, only has Gigabyte AGP 8X on it.

The small fan has stopped working - even a manual push doesn't start it
moving.

Can anybody tell me what sort of fan this is, and how I go about replacing
it?

The larger fan, cooling the CPU, is NOT removed by flipping that lever.
DON"T do it. You will remove the entire CPU by doing that, and may damage
the CPU in the process. The smaller fan cools the northbridge chipset and
should be replaced by a competent technician. Time to take it for repair.

It looks like it is just connected by four screws in each corner, with the
power connected to the motherboard.

Is there more to it than just unscrewing it, unclipping the power lead, and
replacing the fan?

No. it's attached to heatsink with 4 screws. so you can safely remove it and
look for replacement.
You are looking for:
voltage, amps and size
It's probably 5V or 12V fan.
Make sure amps old fan used to take are in same range (probably 0.1A or
something in that range, it should say on fan label)
Size is critical, you're looking for same hole size and location
replacement.

Give us more info about comp, e.g. brand name, and I may be able to give you
mere help.

The heat sink or the fan. If all you do is removing the fan and replacing it
there is not anything else to it. However, it you remove the heatsink you
may need to clean both the bottom of the sink and the top of the chipset.
Then apply some type of thermal conductive application in between.
