Counter Logs

When you set up a Counter log under Performance Logs and
Alerts you get the option to specify the sampling
interval. If this is set to 15 seconds (the default I
believe) is the value recorded a snapshot of the counter
at the time or the avaerage value over the last 15 seconds?

Secondly, is this documented anywhere?
