Unable to monitor remote server using perfmon

I search through most of the newsgroup posting regarding using
"perfmon" to monitor REMOTE server. Sorry to say that none of them
provided a working solution. Below is my problem:
Launch 'perfmon'
'New Log Settings' under 'Performance Logs and Alerts' -> 'Counter
Logs'
Give a name (eg, MyRemoteLog) to the log
Add remote monitor objects

When I try to start the monitoring, it complained with the following
error:
"The MyRemoteLog log or alert has not started. Refresh the log or
alert list to view current status, or see the application event log
for any errors"

When I view the Event Log, it showed:
"The service was unable to add the counter to the MyRemoteLog log or
alert. This log or alert will continue but data for that counter will
not be collected. To collect data from remote computer, the
performance logs and alerts service must be run under an account that
access to the remote system"

The strange thing is that I can run the remote monitor interactively
by adding the remote counters via the "+" button.

Appreciate any assistance on this, especially how can I setup the
access control right for a user to be able to monitor remote server.
