Could not open Add/Remove Windows Components and add a new program

We have a Domain Controler that we cannot open the option Add/Remove Windows
component and Add a new program. It is possible to use change or remove
program. We are log like domain administrator.
Any idea

Try registering the applet.

Start / Run / Regsvr32 appwiz.cpl / OK

I try but do not fix. Only One options can be use in Add/Remove program.
Add a new program and Add Remove Windows components did not work
Why just one is working but not all are not working ?
