corrupt local group policy database

My local group policy database file is corrupt. I followed the
instructions from Microsoft Knowledge Base Article 278316 and am
having an issue moving the scepol.log file. When I try to move it I
get error "cannot move scepol: There has been a sharing violation the
source or destination file may be in use" I get the same error booted
in safe mode. I also tried renaming the file the scepol.log resides to
"old security" and just moving all the other logs back into that file
but got a "Cannot rename logs acces is denied make sure disk is not
full or write protected and the file is not in use" I know I can
probably move this log if I find the right combination of services to
turn off but not sure where to start any suggestions?

I am running a windows 2000 server and command console is not an
option I tried it in recovery mode just for kicks and it didn't work,
in trying to solve this problem I have also tried to refresh the local
policy by using the secedit command line and whther I do it from
normal or safe mode with command prompt as soon as i type in
secedit/refreshpolicy machine_policy/enforce the help menu pops up, I
am very frustrated I think my configuration is in an even worse state
than I feared, any ideas?
