local System policy won't process on Win2k Server?

I setup a local system policy so when a person belongs to a certain group
logs on, he gets the policy with restrictions in place. The intention is to
execute this policy locally on this server only. I set it up the way I
always did with NT boxes, but it is not working. The local registry is
configured to receive manual update from %systemroot%\system32\ntconfig.pol
.. The Everyone group has Read and Execute permission to ntconfig.pol file.

What am I doing wrong?
