Cookies problems

I have just discovered a strange thing about my 6.0.29 IE (I run WinXP
Professional with all the latest updates). When I say "block all cookies" in
my IE privacy settings, and then open any page, "www.cnn.com" for instance, I
can see that several cookies appear in the folder c:\Documents and
Settings\User\Cookies.

I thought that they should not be there. I tested with Win2000 computer (IE
6.0.28) and indeed cookies are not there if you put your privacy to the
maximum.

Then I thouhgt that my machine has a virus or something, and tried another
WinXP Professional with all the updates. Again, cookies are there dispite the
maximum security settings!

Can anyone explain this? I discovered this by chance running anti-spyware
software.

In IETools>Internet Options>Privacy>Sites there are no sites at all. But I
just read in some discussion group the following reference to my problem:

- IE's "Block ALL Cookies" doesn't work more than about 80% of the time

Isn't this strange? If you have WinXP SP2 + latest IE you probably can test
it right away. Delete all cookies either through your browser or manually.
Set Privacy setting to the maximum (Block all cookies), close and re-open IE
(I even restarted Windows to be 100% sure), and then open www.cnn.com or
www.msn.com or anything else. If you have you windows browser open with
"cookies" folder, you will see how cookies appear there. I tested in several
WinXP + SP2 computers.

IE Tools>Internet Options>Privacy>Advanced> Anything enabled/checked here?

Is msn.com or cnn.com listed as a Trusted Site?

No, there is nothing in trusted sites.
