cookies activated but still cannot open website

I am trying to open expedia.com and it tells me to
activate cookies, but I have already changed security
settings, privacy settings and anything else my help desk
person could think of. I am also receiving a message when
turning on my computer, required .dll file, snbd6was.dll
not found.

appreciate any help.
