Control Panel not in Settings

I have inherited a network which consists of a W2K PDC, an
NT4 BDC and a number of W2K and NT4 workstations. Logged
on as the Administrator on the PDC I would expect to have
access to Control Panel through Settings. Control Panel
isn't there. When I run control.exe I receive the
following error...

This operation has been cancelled due to restrictions in
effect on this computer. Please contact your Systems
Administrator.

I receive the same error when I try to open the appwiz.cpl.

I can find no security policies (other than NT4 .pol files
for certain user-types - not the administrator) that
restrict access to Control Panel.

Any help would be appreciated.

How has this been done and how do I undo it?

It sounds like there is a Group Policy restriction at some level that also applies to
administrators that you can override. Gpresult can help you determine where user
configuration is being applied to you. Check user configuration/administrative
templates/control panel - disable control panel to see if it is enabled. Gpedit.msc
will bring up Local Group Policy. Otherwise you will have to use Active Directory
users and Computers to view domain and domain controller Group Policy. Select domain
or domain controller container and then properties/Group Policy/edit. --- Steve
