control panel and security settings missing from the start menu

My system is windows XP professional. whenever i click properties or some of the other applications it always shows " this operation has been cancelled due to restrictions in effect on this computer.Please contact your system administrator." The other problem faced is the control panel and the security settings are missing from the start menu. I ran regedit in the system and the registry data value for the control panel is 0*00000001(1).I am using norton antivirus. Can you please find me a solution how to tackle this problem.

If this system was not a member of a domain and if you are the only user and
the administrator - I suggest getting your data (documents, spreadsheets,
presentations, databases, music files, pictures, drawings, contacts, emails,
bookmarks/internet favorites, etc and so on...) off it then zero-write the
hard drive and install Windows XP and your applications clean on it.

Sounds like you have been infested/infected with several different things
and clean or not - the damage was/is not self correcting and who knows what
is actually left on said machine. The safest course is the wipe and install
clean.

Also - this round - don't use Norton. Go with Avira, Avast or AVG or if you
are willing to spend a little money - eSet NOD32 for just AntiVirus. Use
the built-in Windows XP Firewall. If you have high-speed Internet, use a
NAT router with a unique password. Occassionally run antimalware software
(MalwareBytes and SuperAntiSpyware.)

This is a fairly common side effect of the cleanup of certain malware
infections.

The malware has changed registry values to prevent you from using
tools that will help you find and remove it. For example, you will
get a message that something has been disabled by the Administrator,
please contact your Administrator, etc., but your login is in the
Administrator group or you are logged in as Administrator.

The scanning software may remove the malware, but it can't just look
at the registry and tell if these permission changes (restrictions)
are there on purpose or not, so it just leaves them. You can find the
things that are broken and fix them by hand. Trial and error methods
are a waste of your valuable time.

Formatting your HDD and reinstalling XP is also an option, so it is up
to you.

If you want to fix it, please start with these scans to get a baseline
for troubleshooting, then figure out exactly which things are not
working and report back exactly what is not working and exact error
messages (try not to paraphrase).

Reduce the chances of malicious software by running some scans.

Download, install, update and do a full scan with these free malware
detection programs:

Malwarebytes (MBAM): http://malwarebytes.org/
SUPERAntiSpyware: (SAS): http://www.superantispyware.com/

These can be uninstalled later if desired.

Then provide information about your system as follows:

Click Start, Run and in the box enter:

msinfo32

Click OK, and when the System Summary info appears, click Edit, Select
All, Copy and then paste back here.

There would be some personal information (like System Name and User
Name) or whatever appears to be only your business that you can delete
from the paste.
