Computer won't turn off

When I shut WinXP down, it goes thru the power down, then says it's OK to
turn the computer off - but doesn't turn if off like it used to.

The computer gave me a message that it couldn't find hal.dll, so I reloaded
hal from the install CD. This is about the time the power down problem
started. Could it be related?
