I tried to open both PDF and video files and am unable to. I tried saving the
files and can't I get the command failed to execute. I installed IE8 and
uninstalled and am still unable to open attachments. Any ideas as to what
else I can try.

There is a "known problem" with attachments if IE8 has been installed.

In order to understand your scenario:

1.) Did you have the problem already *before* installing IE8?

2.) Does the problem really remain after uninstalling IE8?
Are you really sure that you have IE7 now?

3.) How did you uninstall IE8?

4.) Which "security" (AntiVirus et al.) are you running?

1) No I didn't have the problem before installing IE8

2)Yes the problem still exists and I am using IE7

3) I followed the uninstall directions from microsoft...went into control
panel , programs and features, clicked on view installed updates then clicked
on IE8 and uninstall.

4) I am running webroot antivirus but have been running it for months.

Webroot antivirus can cause problems with Windows Mail. Be sure to
go through its settings and disable any interaction with email.

Email scanning in any antivirus must be disabled, for
reasons explained here:
http://thundercloud.net/infoave/tutorials/email-scanning/index.htm

If turning off the email scanning function does not resolve your problem,
do a trial uninstall of your antivirus. If no improvement, you can
always reinstall it. Instead of uninstalling your antivirus, consider
upgrading to Windows Live Mail, because it is less prone to
suffering bad effects from overly aggressive antivirus programs.

OK, that's just usual.
The problem did not exist prior to the appearance of WinMail.

That's really strange.!!
Having gone through each any posting related to the IE8-WinMail bug I
can only recall just one previous report on the inheritance of the bug
in restored IE7.
3) I followed the uninstall directions from microsoft...went into
control panel , programs and features, clicked on view installed
updates then clicked on IE8 and uninstall.

Are you sure that this really worked?
Check with "Help" (?) | Info" if you really have IE7 back.
4) I am running webroot antivirus but have been running it for months.

Although you have had this AV for a longer time, it might the cause of
your ongoing troubles.
Try to remove it *radically* (quite some AV applications need an
additional "Removal Tool") and test things again thereafter.

Try opening your mail form the icon envelope next to the printer icon on the
new IE 8 page. This works for me all the time. I can not open mail the way I
used to do it. Good Luck !!!

This does not cure the problem. It's just a workaround leaving JPG and
TXT still not opening directly (only after saving them).

And this is not really comfortable.
You can have the same result far easier and start WinMail the way you
used to if you just fix the shortcut(s) used for launching Mail (from
the desktop, the QuickLaunch bar/list, All Programs etc.) .

Way to go:
Right-click on the shortcut that you use to open Windows Mail.
Select Properties.
In the field labeled 'Start in' change the entered value to
%UserProfile%.
Click OK.
Restart Windows Mail and try opening attachments.

leafsgirl36,
Please look in your c:\Program Files\Windows Defender and tell me the
creation date of the MpOAV.dll File your problem sounds alot like the one I
had.

FWIW:
In my system it's v. 1.1.1600.0 dated March 11, 2009

I remember your interesting report on the Defender issue.
But I'm not sure if this is an "in general" issue wir just an individual
situation on your side.
