COM+ problems, possibly related to Windows Update

Several computer on our network are showing the symptoms described on
KB909444 (http://support.microsoft.com/kb/909444) . The resolution
suggested on that article has no effect.

The symptoms are:

- Windows Installer fail with message " The Windows Installer Service
could not be accessed. You may be running in safe mode or Windows
Installer may not be correctly installed"
- The Network Connections folder is empty
- The Microsoft COM+ EventSystem service will not start.
- COM+ applications will not start.
- Clicking on the "Dependencies" tab on a service properties produces
the error "Win32: access is denied". The same error on the WMI Control
properties
- Windows Update fails with message "Please change your Internet
Explorer security settings To save changes to your settings for this
website, you need to enable userdata persistence for Internet Explorer"

We have run the usual anti-virus/anti-spyware without results.

I suspect that this may be related to Windows Update (maybe the Windows
Installer 3.1 update? ).

Today I installed Windows XP Professional SP2 on one of our laptops,
followed by Office 2003 Standard. No problems up to this point, but the
above symptoms appeared after I ran Windows Update. I also installed
MSN Messenger 7.5 at this point.

Any ideas? Help!!!

We are experiecing the same problem except for Microsoft COM+
EventSystem service starts but not COM+ System Application.

I'm not sure if Windows Installer 3.1 would be the cause of the
problem. It works fine with SP1...
It was fine for me to run Windows Update after installing Office 2003.

FYI, I've found that MSN MEssenger 7.5 may contribute to this problems.
I suggest you to uninstall or make sure it doesn't automatically
start.

What have you tried to fix this problem?
I'll make the list of things that I've tried to fix this and post it
here.

Today I found a way around this problem:

1 - Remove computer from domain and reboot.

2 - Log in as a local user. At this point symptoms remain. After one
more reboot everything works again.

3 -Rejoin your domain. Everythings keeps working for a while... at
least one of the computers started showing the same problems after some
hours...

Is this weird or what?

Hello, I have the exact same problem. 11 brand new XP SP2 laptops have
been installed on my LAN, and within a day half of them cannot install
any new programs because of "The Windows Installation Service cannot be
accessed..". When in the Windows Installer service properties, I click
the Service Dependencies tab and get the error "Win32: Access is
denied" message. Has anyone confirmed that the hotfix rollup Bill
suggested works?

I still suspect Windows Update is causing this.

Can you try removing the KB911927 Security Update and then go through
the leave-and-rejoin-domain routine?

This is what i did to fix this issue:
1. remove the 911927 Security Update, restarted
2. unjoined the domain, restarted
3. rejoined the domain, restarted

i tried to install the patch again the problem reappeared also i just set
the webclient service to manual because this security update fixes a problem
with webclient..
