Com+ Event System failure boot error

Windows 2000 SP4
When I boot up I see one warning in the Application Event Log:

The COM+ Event System failed to create an instance of the subscriber
{6295DF2D-35EE-11D1-8707-00C04FD93327}. CoCreateInstanceEx returned HRESULT
8000401A.

Any idea how I can troubleshoot this?

This problem occurs if the Patch UI Monitor component tries to call the
client user interface (UI) when no user is logged on.
Hotfix information
A supported hotfix is now available from Microsoft, but it is only intended
