Colors In PowerPoint

Can anyone explain briefly how PowerPoint handles it's
colors?

Sometimes colors that I mix for text and drawing objects
are not available within the graph options. I was told
that the colors that you choose in the "Slide Design >
Edit Colors" pallette are the only ones available outside
the default colors for graphs. Is this the case?
