Closing Programs Problem

XP Pro
When I close programs they disappear from my desktop. (Yes, they are closing
not minimized)
When I try to reopen them I get a msg stating they are already running.
When I check task manager it shows them still open. Have to do end process
in task manger before I can start them again ?
