Clicking in scroll bar causes two page jump - not one

Is there a solution to the problem of clicking in a blank
section of the scroll bar and IE jumping two pages, not
one?

I've found this problem discussed in these two forums,
but I'm not comfortable with their suggested solutions:

This is due to a bug in critical update 824145.
Work arounds:
Click immediately under the slider.
Drag the slider.
Use the mouse wheel.
