I record a voice (vave file) message via microphone and burn it to CD-RW disk
using Windows Media. I can play it back on my computer, but it will not pay
on other cd players

A cd player cannot play a .wav file

You need to use an audio cd format...

though I think .mpg will be Ok too

Could be the Cd-RW is not recognized by "other players". See here:
