can't update and can't open hotmail

i can't seem to use windows update, everytime i do a scan
i comes up with and error message (0x800A138F). ive
checked the windows update log which say " Querying
software update catalog from
https://a248.e.akamai.net/v4.windowsupdate.microsoft.com/ge
tmanifest.asp (Error 0x801901F8) "
ive checked for viruses and found none. also i'm not able
to check my hotmail, it won't even let me visit the site.

It seems more and more people are talking about this
problem today. On the accessibilty part of this site I
posted the same question. I got a reponse and he said he
talked to support and they said they were having
problems. He said the problem then cleared up. He didn't
state that he had to do anything. Hopefully the problem
is on the MSN end. He also said he has a cable modem if
that has anything to do with it.
