NET 1.1 Update Repeatedly Fails on Win 98SE

Attempting to install .NET 1.1 framework using "Windows Update" repeatedly
fails under Win98SE. I have all the latest updates installed including MDAC
2.7. This is a non-developer machine. When I run Windows Update with .NET
1.1 as my only selection the following results:

"REGSVCS.EXE - Common Language Runtime Debugging Service"
"Application has generated an exception that could not be handled"

Click OK, repeats the above message box.

Windows Update reports "No Updates Were Installed"

I recently started development of my first commercial .NET application for
the company I work for. I knew it was risky. Now I am regretting my
decision. I am afraid installation issues may be more complicated than
before.

use winXP or win2k

There's no need to regret your decision, the .NET Framework
runs fine on Windows 98 and Me. The error code 1603
indicates that something went wrong during Windows Installer
installation.

Have you tried to install the Framework manually by
downloading and installing dotnetfx.exe from
www.microsoft.com/net? If this doesn't work and you receive
the same error code, you may also want to manually install
the Windows Installer redistributable. You can find it here:

Thank you very much for your reply.
There's no need to regret your decision, the .NET Framework
runs fine on Windows 98 and Me. The error code 1603
indicates that something went wrong during Windows Installer
installation.

Unfortunately your experience gives me little comfort. I work for a small
company and I will likely be doing the tech support for hundreds of users of
my .NET application. If I am having trouble installing this on the first
Win98 machine I encounter, which is not even a developer machine, then I
have little hope trying to do it over the phone for my non-geek customers.

I have already invested a substantial number of weeks in my C# application
development. This pplication must support Win98 and better. If I can not
get this resolved in a day or two, I need to start porting my C# code to
C++.

Instead of using Windows Update, I downloaded NET 1.1. Same problem, same
popup.

When I ran dotnetfx, I see the following popup when the install progress bar
was displaying "Registering System.EnterpriseServices.dll".

"Application has generated an exception that could not be handled"

I have found other posting about failures registering
System.EnterpriseServices.dll. It is occuring on Win2K as well so it is not
a Win98 specific problem. One user said he resolved the problem by
installing IIS before .NET 1.1. If I have to add IIS to my install, in
addition to the NET 1.1, I am definitely going to stay away .NET and go back
to C++.

Is there any way to debug the NET Framework 1.1 and determine why this is
failing?
