Can't surf from IE6 but can from Outlook

I have an XP machine with IE6 and Outlook XP. When I click on the desktop
icon for IE (or the start menu icon) IE opens but I get the unable to disply
page error. I can surf the internet with no problems from Outlook. I have
successfully released and renewed my IP, cleared cache, files, history, etc.
When Itried to uninstall IE6 it did not show up in the add/remove programs
list. I tried to install IE5 using the file downloaded through outlook but
get a message that says "unable to install; a newer version of IE is already
present on this machine". My question is how do i get IE to work again!
