Can't Send From Any Account

Suddenly I can no longer send messages from either account or SMS. I have
one acct set up with my home ISP's SMTP, which I select when sending from
home, and the other with my Yahoo! Business Mail's SMTP, which I use when
sending from outside. For two days, neither one allows me to send, although
both can receive. It's creating a significant inconvenience because
everything must be sent from the web server, which disables me from using the
signatures or properly filing SENT messages. PLEASE HELP!

In addition, now when I open Outlook, shortly after the program stops
responding during the download of messages on the server. GRRRR!!!

And now, since my last updating post here, whenever I open the program at ALL
it generates an "Outlook has stopped working" error message, and shuts down
altogether. The half dozen messages in the Out Box are still there, and it
still tries to download the messages it has already downloaded from the
server before finally quitting on me. What brought all this on?

Try
Control Panel->Add/Remove Programs->Microsoft Office->Change->Repair
(Might need your original installation media)

No, there were no messages while trying to send, but afterward in the details
dialogue box under the errors tab, it said that the connection to the server
was interrupted. I don't see how that's possible, especially EVERY time.

However, I've just opened Outlook for the first time today, and it stopped
working and restarted itself three times. It also shows the following:

"Task 'Home Office - Receiving' reported error (0x80040600) : 'Unknown Error
0x80040600' "

I have no idea what this means, but not only does it not send my messages
out anymore, it downloads partially, and then shuts down and restarts. I
cannot get out of this loop, and it's becoming costly to me in terms of the
time I lose having to go to the web server to do everything.

Am I at a point where I have to reinstall everything? Will doing so give me
grief with the .pst file where my archived messages and my contacts are?
Please help me make sense of this.
